The first and largest International scientific and practical conference “Digital Technologies and Law” in Russia and CIS countries was held in Kazan as part of the International forum Kazan Digital Week 2022. The event brought together more than 2000 participants from 30 countries, including Russia, Iran, India, Bahrain, Uzbekistan, Belarus, Kazakhstan, France, Greece and others.
The large-scale event was organized by Kazan Innovative University named after V. G. Timiryasov and the Ministry of Digital Development of Public Administration, Information Technologies and Communications of the Republic of Tatarstan with the support of Minister Airat Khairullin.
The conference was held at the modern Kazan Expo International Exhibition Center. The plenary session was held in the I. G. Shakirov Hall. Further performances were divided into 12 thematic sections, which took place in 7 halls.
Opening the conference, the Minister of Digital Development of Public Administration, Information Technologies and Communications of the Republic of Tatarstan, Candidate of Social Sciences Airat Khairullin read the address of the President of the Republic of Tatarstan Rustam Minnikhanov addressed to the organizers, speakers and guests of the International conference. Rustam Nurgalievich noted the importance and relevance of the topic of digital technologies for Tatarstan and it is strategic importance for the country, especially in light of the Decade of Science and Technology in Russia. The Leader of the republic also expressed confidence that the conference will be included in the calendar of significant annual scientific events.
The Head of the Ministry of Finance of the Republic of Tatarstan, in turn, stressed that scientists, specialists and experts who have chosen the sphere of public development institutions in the field of digital governance and civil rights as the subject of their activities are at the forefront of modern society.
Rector of Kazan Innovation University named after V. G. Timiryasov , Ph. D. in Economics, Associate Professor Asia Timiryasova also addressed the participants with a welcoming speech. She noted that the conference is designed to form a scientific space on issues related to the improvement of existing and the development of new mechanisms to ensure the legal regime of digital technologies.
The moderator of the event, Doctor of Law, Honored Lawyer of the Republic of Tatarstan, Chief Researcher of the Research Institute of Digital Technologies and Law, Professor of the Department of Criminal Law and Process of the KIU Ildar Begishev identified the purpose of the conference to unite efforts and develop common approaches to solving current and strategic tasks of legal regulation and protection of public relations in the conditions of rapid development of digital technologies.
The judge of the Court of the Eurasian Economic Union, Candidate of Law Venera Seytimanova stressed that no matter what changes occur under the influence of the global “figure”, the postulate of the protection of law must remain unshakable, we must not forget that law is above any technology. And the deputy of the State Duma of the Federal Assembly of the Russian Federation, Ph. D. Artem Prokofiev added that that today the state faces the tasks of forming a legal framework for the development of digital technologies and needs systematic approaches for legal regulation in this area. Natalia Tkachenko, Production Director of the GARANT company, editor-in-chief of the Legislation magazine, noted that the conference is an incredible opportunity for an open dialogue between representatives of science, business and the state. It is the cooperation of these three spheres that will make it possible to find answers to difficult questions that arise in the activities of lawyers facing digital technologies.
The conference included presentations on the most popular and relevant topics in the world of digital technologies and law. Thus, Elvira Talapina, Doctor of Law (France), Chief Researcher at the Institute of State and Law of the Russian Academy of Sciences, leading researcher at the Center for Public Administration Technologies of the Russian Academy of National Economy and Public Administration Technologies of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation, told about the main trends of law under the influence of digital technologies.
Reports from Belarus and Kazakhstan on the modern processes of digitalization of the state, the influence of “numbers” on law were presented by Candidate of Law, Associate Professor of the Department of Constitutional Law of the Belarusian State University Maria Ablameyko and Doctor of Philosophy, Assistant Professor of the International School of Economics of the University of KAZGUU named after M.S. Narikbaev Baurzhan Rakhmetov.
Andrey Neznamov, Managing Director of the Center for Artificial Intelligent Sberbank of Russia acted as the speaker of the plenary session. He spoke about the development of the ethics of artificial intelligence in Russia and in the world. The conference also discussed topical issues of regulating the activities of marketplaces. Alexey Minaev, Candidate of Social Sciences, Deputy Managing Director of OZON, made a report on this topic.
Within the framework of the sections, experts touched upon a number of issues related to digital technologies in the system of public law and criminal law relations, blockchain technologies, cryptocurrency, regulation of relations in the field of artificial intelligence and robotics technologies, intellectual rights in the field of digital technologies and many others.
Foreign speakers took part in the sectional disscussions. For example, the Honorary Consult of Guatemala, an International Class practitioner in the field of law of Jean Moulin University of Leon 3, founder of the law firm “Duflo and Partners” Alan Duflo, Doctor of Sciences, Professor Scuola Forense di Grafologia, researcher of the Department of Criminal Procedure, Chiminology and Forensic Examination, South Ural, delivered reports in a remote format State University Kipouras Pavlos Georgious.
Moderators and speakers in thematic clusters were scientists and experts as doctor in pedagogy, docent, professor of the financial low department of Moscow state low university named after O. E. Kutafin Lana Arzumanova, doctor of law, docent, cyberspace research center director, associate member of international scientifical educational center « UNESCO chair on copyright, related, cultural, and information rights» of National Research university «High school of economics», senior researcher at the Institute of state and law of the Russian academy of sciences Anna Jarova, doctor of law, docent, head of the department of information law and digital technologies of the Kutafin Moscow State Law University Alexey Minbaleev, candidate of law, docent, deputy director of the Law Institute for international affairs, docent of the department of business, competition and environmental law of the South Ural State University (National Research University) Elizaveta Gromova, doctor of law, first vice-rector, vice-rector for scientific work, professor of the department of criminal law and procedure of KIU Igor Bikeev and many others.
Special attention at the conference was paid to a new world–class Russian scientific journal established by Kazan Innovative University – Journal of Digital Technologies and Law. The journal brought together more than 60 members of the editorial board from Russia and foreign countries, which included well-known and cited legal scholars in the field of digital technologies and law.
All reports submitted to the conference will be published in the proceedings. And the best articles selected by the program committee will be published in the Journal of Digital Technologies and Law.
In addition, following the results of the conference "Digital Technologies and Law", experts will adopt a resolution that will be sent to the leading scientific and educational centers of the country, as well as federal public authorities.
A feature of this year's Kazan Digital Week was the use of a Telegram bot developed by Kazan Innovation University to automatically search for your photos by selfie.
