Today, on October 17, 2024, Elizaveta A. Gromova, Senior Researcher of the Research Institute of Digital Technologies and Law of Kazan Innovation University named after V. G. Timiryasov defended her doctoral thesis on the topic “Incentive legal regimes of entrepreneurial activity in the sphere of digital innovations and technologies”. The defense took place at the session of KFU.051.2 Dissertation Board of Kazan (Volga) Federal University. The dissertation was submitted for the degree of Dr. Sci. (Law), specialization 5.1.3. Private-law (civilistic) sciences.
The scientific adviser was Ildar R. Begishev, Dr. Sci. (Law), Associate Professor, Honored Lawyer of the Republic of Tatarstan, Chief Researcher at the Research Institute of Digital Technologies and Law, Kazan Innovation University named after V.G. Timiryasov.

At the present stage of development, our country has faced a number of global challenges, including bans on technology exports imposed by some countries, which has become an obstacle to the production of certain goods. It is obvious that technological sovereignty can be ensured by stimulating import substitution to achieve national goals and strengthen Russia’s position on the global stage. However, one has to state that the low activity of business entities in this area is due to insufficiently favorable conditions for entrepreneurial activity in the field of digital innovation and technologies.
In order to solve this important state task Elizaveta A. Gromova has successfully developed a new scientific direction of private-legal research. It is devoted to the legal regimes established to create favorable conditions for such entrepreneurial activity. The work includes the concept of incentive legal regimes of entrepreneurial activity in the field of digital innovations and technologies, the methodology to assess the effectiveness of the models of these legal regimes, and proposals to improve their effectiveness.
The Dissertation Board unanimously voted in favor of awarding Elizaveta A. Gromova the degree of Dr. Sci. (Law)!
